| 2005년 1월 '사회기반시설에대한민간투자법' 이 개정되면서 BTL 사업이 활성화되고 있으나 지금까지 BTL 사업의 추진과 정에서 상당한 시행착오와 문제점들도 발생하고 있다. 이러한 문제점들의 핵심은 '자연 BTL 방식의 취지에 적합한 대상사업들이 적절한 규모로 결정 고시되고 있는지?'의 여부와 '고시된 BTL사업들에서 민간사업자들에게 합리적인 수익률이 부여되고 있는가?'에 대한 것이다. 이것들은 또한 'BTL 사업에 대한 VFM 분석이 제대로 시행되고 있는가?'와 연계된다. 본 연구는 먼저 VFM 분석의 개념 및 방법론을 알아보고 VFM 분석과 관련된 현행 BTL 제도의 문제점들을 논의함으로써 다양한 차원에서 VFM 분석의 중요성을 제기하며 교육시설에 대한 실제 사례연구를 통해 시사점과 활용방안을 제시한다. |

| Since 'Private Investment Act for Social Infrastructure Facilities' were changed in January 2005, BTL projects have been activated in the market. Nevertheless, several problems have been indicated as to the BTL system. Most of these problems are about the choice and scale of the target facilities and the reasonable rate of return allowed to the private investors, which are directly related to the VFM (Value for Money) analysis for the BTL projects. This study discusses the concepts and the methodologies of the VFM analysis, reminds its importance by investigating current problems of the BTL system concerned with the analysis, and suggests useful implications and alternatives through the case studies on the four ongoing BTL projects for the educational facilities. |
