주택 거래절벽과 미분양 누적, 4대강 공사담합 조사, 해외건설 수천억 원대 적자, 부도업체 급증…. 외환위기 때보다 훨씬 심각한 한국 건설업계의 현주소인 것 같다. 1970년대 ‘중동 건설 붐’ 이후 국가경제의 탄탄한 ‘버팀목’이었던 건설이 지금은 그야말로 홀쭉해졌고, 어느 개그맨 유행어처럼 홀쭉해져도 너무 홀쭉해진 것 같다. 건설산업이 70년 만에 최대 위기를 맞고 있는 것은 분명해 보인다. 올 들어 중ㆍ대형 건설사들이 워크아웃과 법정관리를 신청하는 바람에 업계 순위 100위 이내 회사 중 21곳이 부실기업 명단에 이름을 올렸다고 한다. 대한건설협회에 따르면 올해 1분기 국내 공사 수주액은 16조 5,149억 원으로 작년 같은 기간보다 35.1%나 감소했으며, 이로써 대형 건설사까지 수천억 원씩 적자를 내는 등 부실 공포에 휩싸이고 있다고 한다. 모 전자회사는 이번 분기에 순이익만 10조 원라고 하는데 한국 건설사들이 이번 분기에 수주한 공사액 총합이 16조 원이라고 하니 세상이 변하고 있는 것은 분명하고, 가슴이 많이 답답해지는 현실이다.

“우생마사牛生馬死” 아주 커다란 저수지에 말과 소를 동시에 던지면 둘 다 헤엄쳐서 나오는데 말이 거의 두 배 속도로 빨리 나온다고 한다. 그런데 장마기에 큰물이 지면 이야기가 달라진다. 그런 큰물에 소와 말을 동시에 던져보면 소는 살아나오는데 말은 익사한다는 것이다. 말은 헤엄을 잘 치는데 강한 물살이 자신을 떠미니, 그 물살을 이기려고 물을 거슬러 헤엄쳐 올라간다. 1m 전진, 물살에 밀려 1m 후퇴를 반복하다가 한 20분 정도 헤엄치면 제자리를 맴돌다가 나중에 지쳐 물을 마시고 익사해 버린다. 반면 소는 절대로 물살 위로 거슬러 올라가지 않는다. 그냥 물살을 등에 지고 같이 떠내려가니, 저러다 죽겠다 싶지만, 10m 떠내려가는 와중에 한 1m 강가로, 또 10m 떠내려가면서 또 1m 강가로. 그렇게 한 2~3㎞ 떠내려가다 어느새 강가의 얕은 모래밭에 발이 닿고 엉금엉금 걸어 나온다. 신기한 일이다. 헤엄을 두 배 잘치는 말은 물살을 거슬러 올라가다 힘이 빠져 익사하고, 헤엄에 둔한 소는 물살에 편승해서 조금씩 강가로 나와 목숨을 건진다. 그것이 ‘우생마사’ 소는 살고 말은 죽는다는 이야기이다.

지금같이 조경분야가 전반적으로 어렵고 힘든 상황일 때는 흐름을 거스르지 말고 소와 같은 지혜를 배워야 할 것 같다. 세상의 일들을 정확하게 예측할 수는 없지만, 오히려 닥쳐오는 상황에 바르게 대처하는 것이 위기를 극복할 수 있는 능력이라고 생각한다.


The frozen housing market and the accumulation of unsold apartments, the investigations on the price-fixing practices related to the 4 river refurbishment project, large scale deficit in the over seas construction market, and the rocketing number of bankrupt companies, all these stories seem to represent the current situation that the construction industry in Korea is confronted with at the moment. The industry, which has played a significant role in the country’ economic growth since the construction boom in the Middle East in 1970s, appears to become smaller and smaller these days. It seems obvious that the industry is facing the biggest challenge that it has ever experienced so far. As medium and large size construction companies are going through either workout programs or legal management this year, 21 out of the top 100 construction firms in the nation have become insolvent enterprises. According to Construction Association of Korea, the total value of domestic orders received in the 1st quarter has decreased to about 15 billion USD, 35.1% down year-on-year, and many companies including large ones are suffering from massive deficit and afraid of going bankrupt. While net profit of a single electronics corporation in the country is reported to exceed 10 billion USD, the total value of the orders that the whole industry has received is merely 15 billion USD. This is definitely an indicator for the rapidly changing market situation. I sometimes feel it's hard to face it.

My eyes ached with tears when I heard the president of one of the equipment manufacturing firms say with a sigh, “ don’ have any reason to continue operating the company any longer. I’ just afraid of working in the industry and totally overwhelmed by the current situation. I can’ find any hope in the foreseeable future.”

There’ an old saying that a cow survives while a horse drowns, which means that when a cow and a horse are thrown into a reservoir, both of them swim out of it quickly while the latter is twice as fast as the former, but when there is a flood, only a cow can survive while a horse can’. As a horse is a good swimmer, it tries to swim against the water when pushed by the strong current. It moves forward a little, and then backward again, circling around the same spot for some 20 minutes. It finally becomes exhausted and starts to drink water, ending up being drowned. On the other hand, a cow never tries to get out of the water desperately. It just lets the current push him downstream, seemingly doing nothing, but it slowly but gradually moves toward the waterside, finally reaching the land to survive. It is interesting. A horse, a swift swimmer, doesn’ make it to the land whereas a cow, as slow as a snail, survives at last. Definitely, there are major lessons to be learned from the story. At a time like this when the landscape architecture industry as a whole experiences some unprecedented difficulties, the wisdom of a cow can be helpful. We can never predict exactly what the future has in store for us, so it will be better for us to analyze what is happening and respond and adapt to it properly.
