세종호수공원의 탄생과정

2013년 5월. 세종호수공원이 완공되었다. 2009년 3월 턴키설계를 시작하여 기본설계 4개월, 실시설계 6개월 그리고 3년간 공사를 했으니, 꼬박 4년이란 시간이 흘렀다. 세종호수공원은 행정중심복합도시의 탄생과 맥을 같이 한다. 고 노무현 대통령시절 ‘행정중심의 녹색도시’라는 슬로건 아래 열린 도시개념 국제공모전 당선작 중 안드레스 페레아 오르테가Andres Perea Ortega의 “천 개의 도시The City of Thousand Cities”안이 도시의 큰 틀과 중심행정타운, 중앙녹지공간 개념의 바탕이 되었다. 이후 정부청사가 위치하는 중심행정타운은 “Flat city/Link city/Zero city” 라는 제목으로 도시의 수평적 구조와 유연한 관계를 강조한 미국의 발모리 어소시에이트Balmori Associates와 해안건축의 마스터플랜이 당선되었으며 이 때 처음으로 세종호수공원과 중심행정타운의 뼈대가 잡혔다. 이후 중앙녹지공간에 대한 국제현상공모에서 해인조경의 “오래된 미래Ancient Futures” 안이 당선되면서 중심행정타운과 중앙녹지공간을 매개하는 공간인 세종호수공원의 기본계획이 수립되었다. 2009년에는 ‘중심행정타운 블루그린네트워크 조성사업’ 턴키 결과 조경설계 서안과 계룡건설이 설계와 시공을 맡게 되었는데, 이는 중심행정타운 내 호수공원과 실개천 그리고 근린공원과 녹지를 아우르는 설계였다. 특히 이 사업은 LH에서 발주한 최초이자 최대 규모의 조경관련 턴키설계였는데, 준공이 된 현시점에서 그 과정의 장단점은 한 번쯤 되짚어 봐야 할 중요한 사안일 것이다.

디자인 철학과 호수의 구조

세종호수공원에는 이 도시를 구상했던 많은 이들의 철학이 담겨 있다. 특히 도시의 중앙부를 비워두며 환상형의 민주적이며 기능이 분산된 위계가 없는 도시를 구상한 오르테가의 철학과 발모리의 마스터플랜에 담긴 수평적 구조의 시민친화적인 평평한 도시구조의 철학은 도시와 유연한 관계를 맺기 위한 바탕이 되었다. 특히 호수공원과 중앙녹지공간을 녹색의 공간으로 비워두고, 그 주변으로 도시상징문화시설도시건축박물관, 국가기록박물관, 도서관, 행정지원

및 컨벤션센터, 대통령기록관 등을 환상형으로 배치하는 세종시의 ‘도시상징프로젝트’는 호수의 구조를 잡는데 중요한 역할을 하였다. 호수의 구조는 도시상징문화시설이 집중적으로 배치되는 도시와 면한 지역을 도시상징문화 밴드로 설정하여 적극적인 도시프로그램을 담는 공간축으로 설정하고, 그 반대쪽은 중앙녹지공간에서 이어오는 프로그램과 연계하여 넉넉한 자연을 향유하며 즐기는 프로그램밴드로 설정했다. 이 두개의 밴드는 중심보행교로 연결되며 그 중심에 수상무대인 무대섬을 두어 호수의 상징적인 경관과 프로그램을 담고 4개의 플로팅 아일랜드를 조성하였다.

세종호수공원이 준공된 현 시점에서 주변 주거, 상업, 문화시설 등이 조성되고 있는 중이며, 특히 중앙녹지공간의 시설공사가 착공되기 전이므로 우리가 구상한 두 개 밴드의 기능이 드러나지 않은 상황이다. 사실 세종호수공원은 도시적 측면에서 매우 상징적인 공간으로 기획되어 모든 면에서 상징적인 의미를 두고자 하였다. 이에 단순하게는 면적에서부터 국내에서 가장 큰 인공호수라는 타이틀을 달기 위해 일산호수공원30만㎡보다 큰 면적이 요구되었고, 그 결과 32만 2천㎡의 수면적과 50만 톤이 넘는 담수량을 지니게 되었다.

Design Philosophy and Lake Design

Sejong Lake Park contains the philosophy of the many people who planned and designed this city, and it laid the foundation of the design. Furthermore, philosophy of Andres Perea Ortega who planned a closed ring surrounding central space, envisioning demographic, decentralized and un-hierarchic city; and that of Balmori who unfolded the concept of flat city representing equality and citizen-friendly urban structure in her master plan, strengthened the philosophical basis for the elastic relationship with the city. Program Band for the Central Green Space was one of the key elements for the relationship among park design, program and future Central Green Space. Therefore, design process considered larger urban scale.

Sejong MAC’ ‘rban Icon Project,’which opens green spaces such as lake park and Central Green Space surrounded by urban icon cultural facilities(Urban Architecture Museum, National Archive Museum, Library, Administrative Support Center, Convention Center, Presidential Archives and many more), played an important role in the lake design.

On one side of the lake, where many urban iconic cultural facilities are located, we made the Urban Icon Culture Band to accommodate active urban programs, while the other side linked to the Central Green Space is the Program Band to enjoy abundant nature. These two bands are linked by main pedestrian bridge. A floating theater and four other floating islands also provide iconic lake landscape and programs.

Though the construction of the Sejong Lake Park has been completed, that of other the facilities including urban iconic cultural facilities and neighboring housing, commercial, cultural facilities is at work. Facility construction in the Central Green Space is not yet started, and it hides our envisioned two bands’function. On weekdays, government office employees uses the park, while on weekends, First Town residents, local residents and tourists visit the park. It will take some time and we do hope the park function as we have envisioned.
