희망찬 임진년의 새 아침이 밝았습니다. 새해에는 여러분의 가정과 직장에 행운과 건강이 함께 하길 바라며, 신년의 밝은 태양과 함께 우리 조경도 힘차게 도약할 수 있길 희망합니다.

1990년대 후반 발생한 IMF 경제 위기를 극복한지 얼마 지나지 않아, 2008년 가을부터 본격적으로 노출된 지금의 미국발 경제 위기는 여전히 진행 중입니다. 세계화의 폐해로, 금융 체제의 탐욕과 붕괴로부터 시작된 경제 위기는 사그라지기는커녕 다시 그리스, 이탈리아, 스페인 등 유럽 국가들의 재정 위기로 더욱 심화되고 있는 상황입니다. 여러 가지 원인들이 있겠지만 과중한 복지 정책의 부담으로 인한 국가 재정의 파탄도 그 이유 중 하나로 많이 거론되고 있습니다.

진정한 복지란 과연 무엇일까요? 지금 세대에 당장 퍼주기만 하는 복지는 진정한 복지가 아닙니다. 다음 세대를 위한 복지가 바로 지속가능한 복지이며 진정한 복지라고 생각합니다. 그런 의미에서 우리가 후대에게 물려줄 환경에 대한 투자는 지속적으로 추진되어야 합니다. 미래 환경의 기반시설은 지금 투자해야 합니다. 그렇다면 우리 조경인들은 진정한 복지를 구현하는 구성원이라고 자부해도 된다고 생각합니다. 저탄소 녹색 성장 시대의 한 축으로서 녹색 기반그린인프라을 조성하는 중요한 임무를 수행하는 고귀한 일꾼들입니다. 우리 모두 당당히 ‘환경 복지, 녹색 복지, 조경 복지’의 구성원으로 가슴 펴고 삽시다.

요즈음 건설 분야는 깊은 침체의 늪에 빠져 있으며 조경 분야 또한 가장 어려운 시기를 보내고 있습니다. 설상가상으로 ‘건축’, ‘환경’, ‘생태’, ‘경관’, ‘도시숲’, ‘공공디자인’ 등의 이름으로 조경 분야의 정체성을 훼손하려는 움직임이 지속적으로 일어나고 있으며 이런 현상은 앞으로도 계속될 것입니다. 실제로 우리가 하는 하나하나의 일들이 제도적인 뒷받침이 미흡해 다른 이름으로 사라진다면 우리가 ‘조경’이란 이름으로 할 수 있는 일들이 무엇이 있을까요? 조경 산업의 현장이 위축된다면 ‘조경학과’란 이름이 유지될 수 있는 대학은 얼마나 될까요?

조경 관련 단체들이 하나가 되어 ‘조경’을 지키기 위해 노력하고 있습니다. 조경인 여러분께서도 지속적으로 관심을 가져주시고 전폭적인 지원을 부탁드립니다.

경제 위기는 지금까지 비교적 안정적 아니 한동안은 폭발적 성장세를 보였던 조경계에 스스로를 돌아볼 수 있는 기회를 주고 있습니다. 이미 IMF 경제 위기 때부터 최근까지 많은 현황 진단과 대안이 제안된 바 있습니다만, 공급의 과잉에 따른 내부적 잠재 요인은 해외 경제 위기에 따른 파괴력이 더해져 상당 기간 조경계를 뒤흔들 것입니다. 조경의 전문성, 대외적 경쟁력을 어떻게 향상해 갈 것인가를 진지하게 성찰하고, 실행에 집중해야 할 때입니다. 현상을 정확히 진단하고 바꾸려는 노력을 지속적으로 해야 합니다.

국토해양부에서 추진 중인 건설 산업 선진화를 위한 로드맵에도 조경 분야의 목소리는 제대로 담고 있지 못하고 있습니다. 1970~80년대 해외 건설 시장에서 습득한 조경의 노하우는 과연 어디에 남아 있습니까? 우리가 건축, 도시 계획, 토목 등 건설엔지니어링에 기대며 살아갈 순 없습니다. 국제적 설계 기준, 시방서, 계약 관리, 유지 관리 등에 대한 정보를 수집하고 발전시켜서 우리 여건에 맞게 제정해야 합니다. 대학에서 습득해야 할 전문 지식에 대한 요구 사항도 규정해야 합니다. 이외에도 한국 조경의 선진화를 위해 차세대 조경인들을 위해 해야 할 일이 많습니다. 조경 산업의 선진화를 위해 전력을 다해야 합니다. 

국토의 자연, 도시 환경 속에서 조경의 핵심적 가치인 지속가능한 경관을 창출하는데 조경인들께 다양한 역할을 기대하고 있습니다. 조경 산업에서 뿐만 아니라 많은 조경인들이 도시연대, 환경운동연합, 서울그린트러스트, 한국내셔널트러스트, 아름지기, 생명의 숲 등의 시민단체에서도 여러 가지 활동을 하고 있습니다. 다함께 조경을 다시 한 번 생각해 보는 기회를 갖고 희망의 꿈을 꾸어 봅시다. 다 같이 꾸는 꿈이 하나씩 실현되는 2012년이 되었으면 좋겠습니다.

Our devoted readers and dear landscape architects!

It’s the very first morning of a new year, 2012. We truly wish that you continued success and good health in the years ahead, and also hope that people in landscape architecture take a powerful step with the bright sunshine of a new year.

An economic crisis from the United States of America since autumn, 2008 is still in progress. Far from decreasing situations, lots of European countries including Greece, Italy and Spain get more deeply involved day by day. While there are other causes, overburdened wealthy policy is mostly the primitive problem of the bankruptcy of national economy.

What is the public welfare? We think of the real meaning of the public welfare is the sustainable welfare management for the next generation, not for the present. Therefore, we are confident that landscape architects are elements for creating the real welfare management. Valuable workers have important assignment to create green infrastructure and live confidently with positive minds about ‘environmental welfare’ and ‘green welfare’. As construction fields sunk into a swamp of stagnation, we also have a very difficult time now. To top it all, various titles such as ‘architecture’, ‘environment’, ‘ecology’, ‘scenery’, urban forest’, ‘public design’ and etc. make an attempt to damage an identity of landscape architecture fields. The serious problem is that this situation will continue for so long years to come. Many organizations related to landscape architecture becoming one are trying to keep an identity of landscape. We gently ask for the wholehearted supports with continued interests.

An economic crisis gives us an opportunity to be spotlighted landscape fields which have sustainable growth or tremendous popularity. It is the time to take time for introspection and have a focus on carrying out how we can improve internal and external competitiveness and professionalism. Furthermore, we need to change and diagnose the current situation. There are lots of things to do for the next landscape architects with advanced technology for landscape fields in Korea. Do our best for the next future.

The expectation is lay on various roles to landscape architects to create sustainable scenery which is the core worth of landscape. Let’s have a hopeful dream to reconsider landscape fields once more. Finally, we wish that dreams are becoming true with our dearest hopes one by one in 2012.
