미하원의원 마이클 미카드(메인주) 와 톰 페트리(위스콘신주)는 “동료들에게”라는 제목의 편지를 다른 하원의원들에게 보내면서 레져용 캠핑카 프로그램(Recreational Trails Program)을 지원해주기를 촉구하였다. 주거, 교통, 제반시설 협의회 지도자들에(the House Transportation and Infrastructure Committee leaders) 보낸 편지에서 미카드와 페트리 하원의원은 이 프로그램에 대한 강한 지지를 표명하면서 협의회가 이 프로그램에 적절한 기금을 마련해 줄 것을 촉구하였다.
레져용 캠핑카 프로그램(Recreational Trails Program: RTP)은 1991년에 효율적인 협동일관수송에 관한 법안(Intermodal Surface Transportation Efficiency Act: ISTEA) 에 의해서 마련되었고 연방 고속도로 관리국(Federal Highway Administration: FHWA)에 의해 운영되었다. RTP는 주정부가 레져용 캠핑카와 그와 관련한 제반시설들을 개발, 유지 할 수 있도록 기금을 제공한다. 이 프로그램은 고속도로 이외에서 레져용 캠핑카가 사용하는 연료에 부과되는 세금으로 운영되며 20퍼센트의 주간협약(state match)이 의무화된다.
최근에 발안된2009년 지상교통 재허가에 관한 법안 (Surface Transportation Reauthorization Act of 2009)에 따라 RTP는 재허가되었다. 하지만 구체적인 기금에 관한 내용은 이 법안에 포함되어있지 않았다. 미카드와 페트리 하원의원은 이 프로그램이 적절한 기금을 가지고 있으며 이러한 기금은 고속도로 이외의 지역에서 사용되는 연료사용에 대한 연방연료세금을 정확히 반영하고있다고 주장한다.

Members of Congress Express Strong Support for Recreational Trails Program, 7/14/2009
Congressmen Michael Michaud (ME) and Tom Petri (WI) have sent out a “Dear Colleague” letter urging other members of Congress to join them in supporting the Recreational Trails Program (RTP). In a letter to the House Transportation and Infrastructure Committee leaders, the Congressmen express their strong support for the program and urge that the Committee provide adequate funding levels for the program.
The Recreational Trails Program was created in 1991 by the Intermodal Surface Transportation Efficiency Act (ISTEA) and is administered by the Federal Highway Administration (FHWA). RTP provides funds to the States to develop and maintain recreational trails and trail-related facilities for both nonmotorized and motorized recreational trail uses. The program is funded by taxes on fuel used in off-highway recreational vehicles and a 20 percent state match is required for the projects.
Under the current draft of the Surface Transportation Reauthorization Act of 2009 that was recently released, the RTP is reauthorized. However, specific funding levels are not included in the legislation. Congressmen Michaud and Petri are urging that the program have adequate funding levels and that the levels accurately reflect the federal fuel taxes paid for off-highway fuel usage.
ASLA recently joined 267 other national and local organizations and businesses in sending a letter to Senate Majority Leader Harry Reid and Senate Minority Leader Mitch McConnell urging their support for RTP as part of the reauthorization of the surface transportation legislation, which the Senate will address soon. |
